A Community Mini-Bridge
for Peace Island, Paynesville

BACKGROUND

The Peace Island community is located opposite the Monrovia Vocational Training Center (MVTC). Presently, more than fifty thousand (50,000) people live there. Peace Island is separated from adjacent communities by a river, where children, most especially students, have drowned. Particularly during the rainy season, the river becomes very dangerous for Peace Island inhabitants and near by communities. It overflows whenever there is a large down pour. During and after a severe rain storm, inhabitants sometimes cannot leave the Island for weeks.

Given this situation, there is an urgent need to construct a “Mini-Bridge,” which we strongly believe will connect the Island with the other communities such as Jacob town, Steven Tolbert Estate, Somalia Dive and Neezore.

PROJECT JUSTIFICATION

The purpose of constructing this Mini-Bridge is to connect the communities named above with Peace Island. It is the ardent hope of the contact person - Rev. Augustine S. Arkoi – that the bridge will alleviate the difficulties experienced by builders constructing homes on the island. Also, children will be able to cross the river more easily. In addition, the bridge will promote social and educational services on the island.

OBJECTIVES

  1. To provide safety for the inhabitants and their children who currently cross the river over a makeshift bridge.
  2. To reduce the extra cost and labor residents incur when constructing their homes.
  3. To connect the community with other nearby communities, thereby promoting trade, education and other social services.
  4. To create an avenue by which inhabitants will benefit from humanitarian gestures and services that are provided by other NGOs.

ORGANIZATION AND MANAGEMENT

When this proposal is accepted, community inhabitants including students will be organized to provide whatever manpower is needed. They will be organized into a positive volunteer group to assist in any manual jobs, such as hauling materials for the contractors

In addition, the contact person- Rev. Augustine S. Arkoi and the administration of the New Hope Academy, along with representatives of the NGO that will be responsible to construct the Mini-Bridge, will form a management team with oversight responsibilities over the project to ensure that the construction proceeds unhindered.

DESCRIPTION OF PROPOSAL

In an effort to solve completely the problems faced by the inhabitants of the community, the bridge should be a CONCRETE TYPE Bridge, as this will give it a longer life span. It should have two lanes for vehicle traffic and a pedestrian path to avoid accidents. It should be very sturdy, as heavy duty vehicles and equipment will use it.

EXPECTATION AND OUTCOME

If this proposal is accepted by the NGO after being viewed and thoroughly studied, it is expected that more than 50,000 inhabitants will no longer need to fear crossing that dangerous river. It is also expected that humanitarian services will then reach the community. It is expected that following the completion of this bridge, people and goods and services will flow freely between the island and the adjacent communities.

PROJECT STRATEGIES/ METHODS

To ensure proper accountability and smooth implementation of the project, Rev. Arkoi will serve as the Coordinating Agent between the Donor(s) and the contractor. There should be continuous open dialogue and communication between implementing partners and the Coordinating Agent on a regular basis.

The Coordinating Agent will recruit youths and other able men in the community to assist with some work during the construction of the bridge.

DURATION

IIf all of the needed materials and funds are available and provided on time and given to the contractors under the supervision of the Coordinating Agent, Rev. Arkoi, the Proprietor of the New Hope Academy, it is certain that the Mini-Bridge will be completed and ready for use within a period of three (3) weeks.

Meanwhile, realizing that “while man proposes God disposes”, if for any unforeseeable reason the project cannot be completed in the time envisioned, then it will be quite judicious for an extension to be given, since the project is intended to prevent disasters that victimize the inhabitants, mainly children.

However, it is ardently hoped that when the necessary materials, manpower, and funds are provided without delay, this project will be completed in the timeframe set.

COST ESTIMATE

Owing to the fact that I am not a construction engineer with knowledge regarding the construction of bridges of this kind, the cost formulated here will be limited to the materials needed for the construction. This may be corrected later, either upwards or downwards.
